Ray Onofrio

Ray Onofrio

Chief Operating Officer

Mr. Onofrio is the Chief Operating Officer for Deluxe Building Solutions. In this role, Mr. Onofrio brings a wealth of experience to the sales and product development efforts for one of the nation’s leading modular fabrication companies. Widely recognized in the industry as a leading expert on modular construction, he is routinely sought after to offer his expertise to publications and advisory councils. 

Prior to joining Deluxe Modular, Mr. Onofrio spent much of his career as an executive and leader at Williams Scotsman. He began his career with Williams Scotsman as an area manager from 1995 through 2001 where he ran financial, sales and operations for four of their locations. From 2001 to 2008 he served as Vice President of Fleet Operations for all of North America, supervising more than 85 locations. During this period, Mr. Onofrio developed numerous programs to improve efficiency and reduce expenses.

In 2008 Mr. Onofrio was recruited to join MB Industries where he spent four years managing their sales, leasing and marketing efforts in North America. These efforts resulted in double digit growth in lease revenues and EBITDA. 

Williams Scotsman recruited Mr. Onofrio to rejoin their team in 2011 as Senior Director of Product Marketing and Development. He was promoted in 2015 to Director of Commercial Excellence. He served in this role until August of 2019 at which time he became part of the Deluxe Modular family. 

Richard Simone

Richard Simone

Richard Simone is responsible for overseeing all phases of Project Management and Construction services since the company’s inception in 1986. His goal has been to create a company that provides personalized, high quality construction services.

Mr. Simone is a Certified Healthcare Constructor (CHC). Recognition that as a healthcare constructor he meets a national standard of requisite knowledge established by the American Hospital Association (AHA). Mr. Simone attained the ASHE Contractor’s Certificate in 2002. American Society of Healthcare Engineers’ certification that he has the knowledge required to work on all types of healthcare projects.

From inception to close-out, Mr. Simone is involved with every aspect of Central’s projects. He monitors the progress of all assignments and is personally responsible for their success. He maintains close contact with all the team members ensuring a collaborative effort throughout the process. In his thirty years in the industry he has experience with every conceivable construction, scheduling, and budgetary issue that may arise, especially in the area of healthcare. His expertise includes extensive renovation and alterations, as well as out-of-the-ground new construction.

Mr. Simone has also received numerous distinctions and honors. He contributed to the book “Emergency Department Design” by Jon Huddy AIA, specifically providing insights on how health care companies should select consultants, designers, and builders for their project.

Mr. Simone has also been honored by St. Barnabas at their annual gala for Central’s work on an $18M parking structure. Methodist Home for the Aging also honored Mr. Simone at their annual gala in 2018 after Central successfully completed their $10M infrastructure project as general contractor before then awarding Central their new $12M renovation project as CM.

Mr. Stevens has over 20 years of demonstrated successes in managing businesses, teams and client relationships. He is a recognized subject matter expert in healthcare development, financing, planning, design & construction. His area of expertise includes acute care, ambulatory care, ambulatory surgery, cancer care, diagnostics center, hospitals, medical office building, micro hospitals, PT/Rehab, recovery center, senior living, urgent care. Mr. Stevens is a LEED Accredited Professional, a 15-year Environmental Leadership Program Fellow, a member of the U.S. Green Building Council, and a Board Member for Habitat for Humanity.


Ann Sachs

Ann Sachs has over 30 years of experience in building relationships with new and existing clients. She gathers critical information with them to achieve their project goals. She has the ability to uncover the critical needs of a client and conveys that to her team members that are intimately involved in their project. Additionally, she plays an important role in staying in contact with our clients to do a “check-in” making sure all of their needs are met.
